This is a Classified/Full Time /Non-Exempt/ Union Eligible

DESCRIPTION: Performs a variety of technical duties as needed to sustain the operation of the computerized automation systems equipment; electronic, mechanical, heating, ventilation, air conditioning and refrigeration (HVAC), elevator, lighting and equipment within the County Courthouse Complex to ensure proper function and resist equipment failure.

MINIMUM QUALIFICATIONS:

Education & Experience:

Graduation from high school; &

Three (3) years of progressively responsible work experience related to systems management; project management; facilities management or related experience; OR

Proven experience in any or all of the following: HVAC, elevator, lighting heating ventilation, air conditioning, mechanical, and electronic systems.

Mandatory Knowledge, Skills, Abilities and Other Qualifications:

Thorough Knowledge of various energy management systems, heating, ventilation systems, air conditioning and refrigeration systems; use and maintenance of trade specific materials, tools, instrumentation, and equipment; applicable building and safety code requirements; methods and practices followed in the maintenance of tools, machinery, and equipment; safety precautions to be observed in the maintenance and installation of electronic and mechanical equipment.
 
Considerable skill in the art of diplomacy and cooperative problem solving; establishing and maintaining effective working relationships with Contractors, State, Federal, and other local officials, elected officials, subordinate staff, and County residents. Skill in the operation of PC Computer and programs, calculator, fax machine, copy machine, telephone. Skill in the use of Microsoft Office Suite of programs. Skill in operation of various tools and equipment.

Ability to think analytically and independently; troubleshoot, maintain, modify and repair heating, ventilation systems, air conditioning and refrigeration systems and equipment including Freon systems, electric fan and pump motors, electric controls and associated safety, overcurrent and other equipment protection devices; write, debug, code and analyze computer aided facility systems; perform heavy physical labor; read and comprehend plans and blueprints as appropriate to trade; train and direct the work of other classified staff in the area; follow and give oral and written instructions; maintain cooperative working relationships; demonstrate sensitivity to, and respect for a diverse population.

Must possess a valid state of New Mexico driver's license with acceptable driving record for the past three years.  Electrical and mechanical specialty training.

GENERAL PURPOSE

Performs a variety of technical duties as needed to sustain the operation of the computerized automation systems equipment; electronic, mechanical, heating, ventilation, air conditioning and refrigeration (HVAC), elevator, lighting and equipment within the County Courthouse Complex to ensure proper function and resist equipment failure. 

SUPERVISION RECEIVED

Works under the general supervision of the Construction Projects Manager – Building Systems Administrator.

SUPERVISION EXERCISED

May provide general supervision to staff or contractors.

ESSENTIAL FUNCTIONS

Identifies and corrects problems and failures in sensors, controls and energy measurement devices.

Operates the systems equipment.  Inspects, adjusts, calibrates, installs and replaces thermostats and system controllers.  Troubleshoots and repairs electronic and mechanical equipment.

Troubleshoots, Inspects and performs maintenance and repair of HVAC instrument air systems, heating, ventilation systems, air conditioning, reciprocating and absorption chillers, cooling towers, fans and fan motors, pumps and pump motors, electric controls and associated safety, over current and other equipment protection devices in all buildings throughout the Courthouse Complex.

Implements, programs and facilitates the energy management and control systems for the Taos County Administrative Complex; debugs, codes, analyzes and enhances programs to balance energy management with comfort control “sequence of operation” for HVAC equipment to be incorporated into design and specs.

Oversees the HVAC, mechanical, electrical, heating and cooling systems for the County Courthouse Complex.  Responsible for monitoring and maintaining all contracts and any repairs to building systems.

Evaluates preliminary mechanical design plans and specs for remodels, upgrades or new construction.  Assists in the writing of specifications for repairs and new construction.

Monitors work done by outside contractors for adherence to state and federal code requirements and reports back to Supervisor.

Maintains appropriate service and repair records; researches, purchases and inventories equipment parts, chemicals and supplies necessary for attending to systems; responds to routine and emergency calls for repairs and service.

Maintains responsibility for compliance with all applicable safety rules and regulations. Attendance at work is an essential function of this position.

Performs related duties as assigned.

4. Work Environment:

Incumbent of the position will be providing physical activity, such as but not limited to lifting equipment, bending, standing, climbing, bending, stooping, sitting, reaching, talking, hearing and seeing or walking. Must be able to safely use manual tools and power equipment common in the construction trades.  Must be able to handle hazardous materials safely and tolerate exposure to electrical hazards as well as environmental hazards such as molds and various solvents.  Common eye, hand, finger dexterity required to perform essential job functions but may be accommodated.  Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving.  Periodic travel required in normal course of job performance.  Capable of working overtime as needed for project support. While performing the duties of this job, the employee occasionally works in outside weather conditions.  The employee frequently works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration.  The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.  The noise level in the work environment is usually loud in the field and moderate to quiet while in an office setting.
