JOB TITLE: Billing Clerk 

ENTRY LEVEL: $10.75 Per Hour

This is a Classified/Non-Exempt/Union Eligible/FLSA

DEFINITION: Performs a variety of entry level complex clerical duties designed to expedite the data entry and information management of all department financial activities, including accounts receivable and accounts payable. Performs general bookkeeping for the department, receives fees, issues receipts, balances and reconciles accounts.


MINIMUM QUALIFICATIONS:

Education

Graduation from high school with coursework in the fields of bookkeeping, accounting and genera office practices

Experience:

One (1) year of experience performing above or related duties.

 
Mandatory Knowledge, Skills, Abilities and Other Qualifications:

Some knowledge of customer service best-practices; medical terminology common to emergency medical operations; general office procedures and record keeping and filing, basic bookkeeping and accounting methods; the functions of the EMS department and its interrelationship with other county departments; the various compliance requirements related to processing Medicare and Medicaid billings; clerical processes and procedures associated with accounts receivable and accounts payable; grammar, spelling and punctuation; personal computer operation and various software applications such as word processing, and data processing; liability associated with EMS functions and proper billing and record keeping; interpersonal communication methods;  computer operation and programs unique to EMS management system (Amazon); standard computer applications, i.e., MS Word, Excel, etc.

Ability to exercise initiative, independent judgment and to act resourcefully under varying conditions; ability to learn and understand in a short period of time complex aspects of a Medicaid and Medicare billing; maintain confidentiality related to legally sensitive information; communicate effectively, verbally and in writing; establish and maintain effective working relationships with employees, elected officials, other agencies and the public; establish and maintain comprehensive records and files.


Special Qualifications:


Must be able to type and operate ten-key calculator, fax machine, computer keyboard. Must possess a valid New Mexico driver’s license.

GENERAL PURPOSE

Performs a variety of entry level complex clerical duties designed to expedite the data entry and information management of all department financial activities, including accounts receivable and accounts payable. Performs general bookkeeping for the department, receives fees, issues receipts, balances and reconciles accounts.


SUPERVISION RECEIVED

Works under the general supervision of the Office Manager or Billing Technician.


SUPERVISION EXERCISED

None.


ESSENTIAL FUNCTIONS

Operates personal computer and customized software (Amazon) to enter ambulance run information and reports; data enters details related to clients/customers; documents the nature of services provided, materials, etc.; prints daily run report showing previous day calls and runs; prepares billings for services.

Monitors billing invoice status; determines need to follow up by contacting customers, insurance companies, etc.; determines proper invoicing of insurance companies if patient declares insurance coverage; prepares past-due notices and mails the same; determines past due status and initiates pre-collection process; prepares various collection forms; prepares monthly status report of outstanding payments; assures billing activities comply with various state and federal regulations, i.e. HIPPA.

Coordinates with insurance companies to process claims; monitors claim process and payment status; follows established procedures for claims denied; follows up and monitors Medicaid and Medicare payment status; participates in Medicaid and Medicare workshops; provides general assistance to the public and customers in the completion and processing of various forms and documents.

Acts as receptionist; receives telephone calls; respond to caller inquiries or routes calls to knowledgeable personnel; collects daily mail and distributes the same; periodically operates postage machine for all outgoing mail.

Performs general clerical and secretarial duties; updates files and records; purges records and files;  prepares correspondence for department head; prepares work schedules as assigned; prepares interdepartmental memos; performs archiving of billing documents, ensures timely and proper archiving and records purging according to records management regulations.

Performs related duties as required.


MINIMUM QUALIFICATIONS

1. Education and Experience:

A. Graduation from high school with coursework in the fields of bookkeeping, accounting, and general office practices.

AND

B. One (1) year of experience performing above or related duties;

OR

C. An equivalent combination of Education and Experience.

4. Work Environment:

Incumbent of the position performs in a typical office setting with appropriate climate controls.  Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing.  Rapid work speed required performing keyboard operations.  Common eye, hand, finger, leg and foot dexterity exist.  Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and some creative problem solving.
